Enquiry Findings

The Commission found that the death rate in the home based army was twice that of the civilian population. It cited three main causes:

  • Insanitary conditions in barracks and hospitals
  • Inadequate diet
  • Enervating mental and bodily effects produced by ennui (in other words, boredom and dissatisfaction due to lack of activity or interest).
Following the recommendations of the Commission, a range of improvements were implemented.
